I don't think stretch marks are only a result of gaining too much weight. I think they can happen even if someone just hits puberty.

I doubt they're stretch marks. To me, it looks like a skin symptom called Livedo Reticularis. It's (usually) a completely benign condition that can pop up with cold temp exposures.
